The new FCC Educational Broadband Services (EBS)
regulations became the law of the land on January 10, 2005. These new regulations impose significant new requirements on licensees of spectrum in the former ITFS bands which have traditionally been licensed to school districts and other
educational institutions. Digital video, Internet and Learning Management System technologies can be utilized to make the EBS licenses particularly useful for providing innovative e-learning and other educational systems and services. The new regulations permit the use of EBS licenses for providing commercial services that can generation additional revenue for school district licensees.
